Updates on Visa & Stay Permit Regulations in Indonesia

REGULATION OF THE MINISTER OF LAW AND HUMAN RIGHTSREPUBLIC OF INDONESIANUMBER 26 OF 2020 REGARDING VISA AND STAY PERMIT IN THE ADAPTATION OF NEW NORMAL


This Regulation announced that Regulation of the Minister of Law and Human Rights Number 11 of 2020 concerning the Temporary Prohibition of Foreigners from Entering the Territory of the Republic of Indonesia needs to be replaced as is not in accordance with policy developments.

Foreigners who hold valid Visa and/or Residence Permit can enter Indonesian territory through certain Immigration Checkpoints after fulfilling health protocols. Visa and/or Stay Permits referred to  are as followed:

  • Official Visa;

  • Diplomatic Visa;

  • Visitor Visa;

  • Limited Residence Visa;

  • Official Stay Permit;

  • Diplomatic Stay Permit;

  • Limited Stay Permit; and

  • Permanent Residence Permit.


Visit Visa as referred above is for 1 (one) trip visit, given in order to:

  • carry out emergency and urgent work;

  • conducting business talks;

  • make purchases of goods;

  • expertise testing for prospective foreign workers;

  • medical and food assistance and support personnel; and

  • transportation means in the region of Indonesia.


Limited Stay Visa is given to carry out activities:

  • in working order; and / or

  • not in working order.


Limited Stay Visa not for work include activity as followed:

  • carry out foreign investment;

  • family unification; and

  • elderly foreign tourists.


To obtain the approval of Visit Visa and Limited Stay Visa, the guarantor must submit the application electronically in accordance with the provisions of laws and regulations by attaching:

  • Official Health Certificate containing a free from COVID-19 statement;

  • Statement letter in English stating that they are willing to enter quarantine designated by the government if a PCR examination at the entrance of the country gives a positive result (+);

  • Statement letter declare to do Self Quarantine following health protocols and statutory provisions;

  • Proof of ownership of health insurance/travel insurance which includes health financing, and / or a statement letter of willingness to pay independently if affected by COVID-19 while in Indonesia.


For the Visit Visa applicant, apart from meeting the requirements as referred to in the list above, the guarantor is required to attach proof of availability of funds of at least US $ 10,000 (ten thousand US Dollars) or the equivalent from a financial institution or bank in Indonesia for the purpose of living funds while in Indonesia.

For foreigners with a visiting stay permit who have obtained a Forced Stay Permit (Izin Tinggal Keadaan Terpaksa) and are in the territory of Indonesia can apply for an extension of a Stay Permit at the Immigration Office in accordance with the provisions of laws and regulations within the time limit of 30 days.


Foreigners who hold a Limited Stay Permit or Permanent Stay Permit who have obtained an ITKT are in Indonesian territory can be granted an extension based on a Limited Stay permit or a previous Permanent Stay Permit. For those who cannot be extended in accordance with the provisions of statutory regulations, a new residence permit may be granted after obtaining Visa Approval. Visa approval as referred include of:

  • Visit Visa; or

  • Limited Stay Visa.


Visit Visa approval also applies as a visit residence permit.

Foreigners who hold a Limited Stay Visa approval, are given a Limited Stay permit after reporting to the Immigration Office whose working area includes the residence of the Foreigner.
