One of the challenges many organisations face is determining whether strong performance in a current role will translate into success at the next level. Many organisations unintentionally assess employees based on what made them successful in their current role rather than the capabilities they will need in their next one.
As organisations grow, the requirements for leadership and management positions often differ significantly from those needed in technical or operational roles. This raises an important question for employers: How can organisations objectively determine whether an employee is ready for greater responsibilities?
The following case is based on a project supported by JAC Consulting and demonstrates how a competency-based assessment approach helped a manufacturing company make more informed promotion and development decisions.
A Practical Challenge: Preparing Future Engineering Leaders
One of our clients, a growing manufacturing company, conducted talent reviews every one to two years to assess whether supervisors were ready to progress into assistant manager positions. While the company had a strong understanding of its business and operations, evaluating readiness for promotion was becoming increasingly challenging.
Technical supervisors were expected to move into positions requiring not only engineering expertise, but also broader management and business capabilities. Employees who had spent much of their careers focusing on production and technical execution were now expected to lead teams, make business decisions and contribute to organisational objectives.
The organisation wanted promotion decisions to be based on clear and objective criteria rather than solely on years of experience or individual opinions. At the same time, management wanted to better understand:
Which competencies were most important for future managers
How other organisations evaluated technical leadership roles
Where employees might require additional support before promotion
To address these concerns, we worked closely with the company to establish a clear and consistent evaluation process.
1. Creating Clear Assessment Criteria
Successful talent management relies on having well-defined standards. Without a common framework for evaluation, it becomes more difficult to assess employees consistently or determine readiness for future responsibilities.
Before conducting an assessment, organisations often face an important question: What should we measure, and how do we define success?
Working closely with the company, we developed an assessment approach designed to evaluate leadership readiness in a consistent and objective manner. This included:
Defining leadership competencies for target positions
Establishing evaluation criteria and assessment methods
Identifying development priorities
Creating learning roadmaps and development plans
Benchmarking against current HR and market practices
Once the evaluation criteria were established, the organisation conducted the assessment internally. This enabled the company to retain ownership of the process while benefiting from external expertise and market insights.
Following the assessment, we provided additional observations on employee readiness, development priorities and future promotion opportunities. The objective was to support consistent talent decisions while providing a foundation for future workforce planning.
2. Turning Assessment Results into Actionable Insights
After the assessment was completed, we reviewed the results and provided additional insights into employee readiness, development priorities and future potential.
The process helped identify employees who:
Were ready for greater responsibilities
Required additional preparation before progressing
Demonstrated strong potential for future leadership roles
The findings provided management with clearer visibility into the organisation's talent pipeline and future succession needs.
In some cases, employees who demonstrated strong technical expertise showed development needs in areas such as communication, stakeholder management or team leadership. This provided a clearer picture of both promotion readiness and development priorities.
For employees, the process also created greater clarity around expectations for progression and highlighted areas where further development could support future career growth.
Looking Beyond Technical Capability
A key insight from the project was that strong technical performance alone did not provide a complete picture of management readiness. Promotion decisions based solely on technical expertise can create leadership challenges that only become visible after the promotion has been made. As employees move into leadership positions, competencies such as the following become increasingly important:
Decision-making and problem-solving
Communication and stakeholder management
Team leadership
Strategic thinking and business awareness
Through evaluating these competencies alongside technical expertise, the company was able to make promotion decisions with greater confidence while giving employees a clearer understanding of the capabilities expected in future roles.
The Value of Talent Assessment in a Changing Workforce
Talent management standards continue to evolve alongside changes in business environments, technology, and workforce expectations.
While the company had a strong understanding of its operational requirements, it also wanted visibility into broader market expectations and emerging leadership competencies. By benchmarking its internal standards against current HR and industry practices, the organisation was able to refine its assessment approach and better prepare future leaders.
This highlights an important point: effective talent management is not simply about deciding who should be promoted. It is about understanding the strengths, capabilities, and potential that already exist within an organisation and using those insights to support informed workforce decisions.
A structured talent assessment approach can help organisations:
Identify high-potential employees
Support succession planning
Improve promotion decisions
Define development priorities
Build a stronger leadership pipeline
Combining objective assessment criteria with business-focused insights helps organisations make talent decisions with greater confidence and better support future organisational growth.
The goal of talent assessment is not simply to determine who is ready for promotion today. It is to help organisations understand their future leadership pipeline and support employees in developing the capabilities required for long-term success.
